Mandatory label disclosures

Textile Labelling Act Requirement

Every garment sold in Canada needs a compliant fibre-content and dealer-identity label before it clears

Two disclosures are mandatory: generic fibre content by weight percentage for every fibre at 5% or more, and dealer identity — either a full company name/address or a Competition Bureau CA Identification Number. CBSA accepts the same label to satisfy its separate country-of-origin marking requirement on imported apparel.

Canadian Import Process

Verify labelling

Confirm fibre-content and dealer-identity labels are affixed before the shipment is tendered — this doubles as CBSA's country-of-origin marking under D11-3-1.

CPTPP eligibility check

Confirm whether the origin is CPTPP-eligible and whether a Certificate of Origin is being claimed — the process varies by country.

Certificate of Origin

Obtain the origin-appropriate CO where a CPTPP rate is being claimed — government-issued from Vietnam or Malaysia, self-certified from Singapore.

CBSA examination

Goods clear a CBSA examination against the commercial invoice, HS classification, and label compliance.

Customs release

Shipment released to the importer at the CPTPP rate (if claimed and documented) or the standard MFN rate.

Worked example

300kg of cotton t-shirts, Ho Chi Minh City to Toronto

A 300kg shipment of cotton t-shirts (HS 6109.10) needs to move from SGN to YYZ. The fastest confirmed routing on that pair today is Korean Air Cargo through ICN, at 1-2 business days.

Before booking, UAL confirms the garments already carry compliant fibre-content and dealer-identity labels — this is checked before tender, not discovered at CBSA examination. Because this is a CPTPP claim, a Certificate of Origin, Form CPTPP, is required from Vietnam's eCoSys platform, issued by a Ministry of Industry and Trade-authorized body — Vietnam doesn't permit exporter self-certification.

On arrival, garments claim CPTPP treatment instead of the 18% MFN rate that would otherwise apply to HS 6109.10 — a real, substantial saving on a shipment this size. CBSA clears the shipment against the commercial invoice, the CO reference, and label compliance. No dry ice or dangerous goods declaration applies here — that requirement is specific to pharmaceutical and cold-chain cargo, not to dry garments.

Frequently asked questions

Because garments carry an unusually high MFN rate to begin with — 16–18% across nearly every knit and woven line in HS 61/62 — and CPTPP brings almost all of that to 0%. Electronics and pharmaceuticals mostly show no CPTPP saving simply because they're already duty-free at MFN; garments are the opposite case, where there's a real, large rate to eliminate. It's the single biggest per-shipment duty saving of any commodity on this network.
