HS 3006 covers pharmaceutical preparations and goods specified in Chapter 30's note 4 — sterile surgical suture materials, diagnostic reagents and opacifying preparations, dental cements, first-aid kits, contraceptive preparations, and clinical trial kits including placebos. Most of this heading is already duty-free at the standard MFN rate. The exceptions are a specific band of gel preparations and placebo/clinical-trial-kit lines, classified by their base ingredient (syrup, sugar, food, or non-alcoholic beverage), which carry a real MFN duty that CPTPP eliminates.

Unlike the textile yarn-forward rule or produce's wholly-obtained test, this means a part can incorporate some non-CPTPP-origin materials or components and still qualify, provided the specific tariff-shift or RVC threshold for that HS heading is met. Confirm the applicable rule for the specific heading rather than assuming any manufacturing location automatically qualifies.
