Every DG shipment is governed by IATA's Dangerous Goods Regulations — the current edition is the 67th, effective 1 January 2026
DGR classification (UN number, Packing Instruction, quantity limits) is separate from HS tariff classification — a commodity can be duty-free and still be dangerous goods, or dutiable and not be. Full DGR filing, in-house
UAL is IATA DGR certified. Shipments requiring a full Shipper's Declaration are classified, packaged, and filed directly by our own trained personnel.
Packaging and marking
Confirm vented packaging (dry ice), state-of-charge compliance (lithium ion), or UN-certified packaging (other Class 9 cargo) before tender.
Declaration and AWB
File a Shipper's Declaration where the quantity band requires one, or the correct AWB dangerous goods statement where a small-quantity exemption applies.
Carrier acceptance
The carrier confirms acceptance against the declaration and packaging before the shipment is tendered — this is the point an incorrect declaration gets caught.
Worked example
The PI967 scenario, from our electronics lane
A 500kg shipment of smartphones with batteries installed (HS 8517.13, UN 3481 PI967) needs to move from KUL to YYZ. The fastest confirmed routing on that pair today is China Airlines through TPE, at 2-3 days (TPE freighter connection, limited to Mon/Thu departures).
This is the same shipment covered in detail on our electronics commodity page: smartphones with lithium-ion batteries installed, classified under PI967 (UN 3481, contained in equipment) rather than PI965 (batteries shipped alone) — the distinction that matters most for how the shipment is packaged, declared, and accepted.
Within PI967's Section II small-quantity thresholds, no Shipper's Declaration is required, but the AWB carries a dangerous goods statement and the package carries a battery handling mark — both of which UAL prepares directly. Where a Shipper's Declaration is required, it's a legal certification — signed only by DGR-trained personnel — not routine paperwork. Getting it wrong risks carrier refusal at acceptance and regulatory exposure beyond that.
