CPTPP Eligible Origin

CAD $1,600 saved per $10,000 fresh-orchid shipment vs MFN — with no government-stamped CO to wait for

Singapore is a CPTPP founding member. Most of what actually moves through Changi on this lane — electronics, medical devices, precision machinery — is already MFN-free, so CPTPP's real edge for Singapore isn't the duty rate on those, it's the paperwork: Singapore permits exporter/producer self-certification of origin under CPTPP. No MITI- or eCoSys-style government stamp is required, unlike Malaysia or Vietnam on this same network — the exporter completes the origin certification directly.

Worked example

150kg of semiconductor manufacturing equipment, Singapore to Vancouver

A 150kg shipment of semiconductor manufacturing equipment (HS 8486.20) declared at CAD $180,000 moves from SIN to YVR via Air Canada Cargo through Direct — the fastest confirmed routing on this lane, at 1 day.

Before booking, UAL confirms whether this specific equipment is on Singapore's Strategic Goods Control list — if it is, an XO permit from Singapore Customs is required before export, and single-use permit applications need at least 5 working days' lead time. The export declaration itself is filed via TradeNet, and because this shipment doesn't carry a CPTPP duty claim (the HS 8486 line is already MFN-free), no origin certification is needed either way.

On arrival, CBSA clears the shipment against the commercial invoice and the strategic-goods export permit reference where applicable. No dry ice or cold-chain handling applies to manufacturing equipment — the operational focus here is entirely on the export licensing step, not the customs clearance itself.

Why ship through UAL

16 carriers connect SIN to Canada across 7 hub routings — more choice than any single-carrier GSSA can offer.

Neutral, not carrier-tied

We're IATA-accredited and CIFFA-aligned — not a GSSA representing one airline's capacity. That means we route SIN-Canada cargo via whichever carrier is fastest or has capacity that week, not whichever pays us the best override.

Two ends, one family

Origin relationships in Singapore. Destination relationships in Halifax built over 35 years through our family's United Travels operation. No third-party forwarder sits between the two ends of your shipment.

Direct AWB issuance

We issue the House AWB ourselves and hold the Master AWB relationship with the operating carrier directly — no forwarder-of-forwarder markup added on top of the carrier rate.

Exporting from Singapore

TradeNet Export Permit

Declared electronically via TradeNet — Singapore Customs' single-window export permit system.

Filing

Filed by the exporter directly as a registered TradeNet user, or by an appointed Declaring Agent — no licensing restriction like Malaysia's K2.

CPTPP Self-Certification

The exporter or producer self-certifies origin directly on the TradeNet declaration — no government-issued Certificate of Origin required, unlike Malaysia or Vietnam.

Strategic Goods Permit

An XO permit from Singapore Customs is required before exporting listed strategic/dual-use goods, including semiconductor manufacturing equipment and advanced computing hardware.

Frequently asked questions

Correct — Singapore is unique on this network for permitting exporter/producer self-certification of origin under CPTPP. There's no MITI-style (Malaysia) or eCoSys-style (Vietnam) government issuing body to go through; the exporter completes the certification with CPTPP's minimum data elements and marks the TradeNet export declaration accordingly. That shifts compliance risk onto the exporter, though — Singapore Customs and CBSA can both still issue a verification request after the fact, and an unsupported claim can be denied retroactively even after the goods have cleared.
