Hazardous chemicals supplied for use in a Canadian workplace need a compliant Safety Data Sheet and label

Under WHMIS 2015 — Canada's adoption of the Globally Harmonized System — any hazardous chemical needs a compliant SDS and label before reaching the end user. This is separate from, and required in addition to, the IATA DGR declaration needed to move the chemical by air in the first place.

Shipper's Declaration

Prepare the Shipper's Declaration for Dangerous Goods and confirm compliant packaging and marking.

WHMIS compliance

Confirm a compliant Safety Data Sheet accompanies the shipment for its Canadian workplace destination.

CBSA examination

Goods clear a CBSA examination against the commercial invoice and HS classification.

Customs release

Shipment released to the importer — already Free at MFN, no CPTPP claim needed on these lines.

Worked example

80kg of acetone, Bangkok to Toronto

A 80kg shipment of acetone (HS 2914.11, UN 1090) needs to move from BKK to YYZ. The fastest confirmed routing on that pair today is Korean Air Cargo through ICN, at 1-2 business days.

Before booking, UAL confirms acetone's IATA DGR classification — Class 3 flammable liquid, UN 1090 — and prepares the Shipper's Declaration with compliant packaging and marking. This is handled by our own IATA DGR-certified personnel, not routed to an outside partner.

On arrival, the shipment clears CBSA at the Free MFN rate that already applies to this tariff item — no CPTPP claim is relevant here, since there's no duty to eliminate. The compliance work on this shipment sits entirely on the DGR and WHMIS side, not the tariff side.
