Vietnam was a founding signatory of the CPTPP when it entered into force in 2018, and remains one of the most CPTPP-active economies on this corridor — Ho Chi Minh City (SGN) and Hanoi (HAN) both appear as confirmed origins across multiple commodity pages on this site, most heavily in garments, footwear, electronics, and furniture.

Qualifying for the CPTPP rate isn't automatic simply because goods ship from Vietnam. For textiles and apparel specifically, CPTPP's Annex 4-A sets a 'yarn-forward' rule of origin — the yarn and fabric a garment is cut from must themselves have been formed in a CPTPP member country, not merely assembled there. A shirt sewn in Vietnam from Chinese-milled fabric doesn't qualify for CPTPP treatment even though Vietnam itself is a member — this exact point is covered in depth on our garments commodity page and several CPTPP heading pages.

Vietnam requires a government-issued Certificate of Origin, Form CPTPP, obtained through its eCoSys platform and issued by a Ministry of Industry and Trade-authorized body — Vietnam does not permit exporter self-certification, unlike Singapore's regime on the same agreement.

Confirm the actual origin of the yarn and fabric, not just where the garment was cut and sewn, before assuming CPTPP treatment applies to a Vietnam-origin apparel shipment.

Worked example

A worked example: two shirts, same Vietnam factory, different eligibility

Take two otherwise identical cotton t-shirt shipments from the same Ho Chi Minh City factory — one qualifies for CPTPP treatment, the other doesn't.

Shipment A is cut and sewn from fabric milled in Vietnam from CPTPP-sourced yarn — this satisfies the yarn-forward rule, and a government-issued Form CPTPP via eCoSys supports the preferential rate claim at the Canadian border.

Shipment B is cut and sewn from fabric imported into Vietnam from a non-CPTPP country — even though the assembly happens in Vietnam and the exporter is Vietnamese, this fails the yarn-forward test, and the shipment clears at the standard MFN rate despite Vietnam's CPTPP membership.
